FOURFOLD FUNDS INCREASE FOLLOWS PMS ADOPTION

Abstract
The article describes how, assisted by a regional planning organization, implementation of a pavement management system (PMS) in Benicia, California, has resulted in a near-4-fold increase in pavement maintenance funds over a 3-year period. The Metropolitan Transportation Commission (MTC) in Oakland has assisted 50 cities and counties in the Bay Area in creating PMSs. Each system is uniquely tailored to the specific pavement maintenance needs of the local government. The partnership between the MTC and Bernicia has been developed in three ways which are described in the article. The benefits of PMS are noted. MTC's comprehensive support program includes user meetings; user services; and budget analysis. Bernicia's PMS has helped in improving the actual quality of maintenance provided in the streets.
