Abstract
The success of local PTE (Public Transport Executive) rail networks operating under Section 20 arrangements is outlined and the future after privatisation considered. The government's proposals for metropolitan areas are listed. They are seen as complex and bureaucratic and a threat to the system that has been set up. A number of concerns are discussed including: a) social, economic and environmental considerations; b) total network planning; c) future financial support and levels of service; d) investment and asset utilisation; e) stations; f) service standards and reliability; g) publicity and marketing; and h) passenger facilities and ticketing. It is suggested that in order to minimise disruption to the current system PTEs should act as the franchising authority for services in their area. For the covering abstract see IRRD 857765.
