THE REPORT IS DIVIDED INTO THREE MAJOR PARTS. THE FIRST AND THIRD PARTS ARE DESIGNED PRIMARILY FOR USE BY BOTH THE COMPUTER SPECIALIST AND THE TRAFFIC RESEARCHER. THE SECOND PART IS ADDRESSED PRIMARILY TO THE COMPUTER SPECIALIST.
