Abstract
This paper describes a project currently underway to develop a draft chapter in freeway systems for the year 2000 Highway Capacity manual. Work on this project began in April 1997 and is expected to be completed in early 1999. The draft chapter will provide an analytical methodology for the evaluation of a directional freeway facility under both undersaturated and oversaturated conditions. Where possible, performance measures and capacity calculations from freeway segment based HCM chapters are being integrated into a directional freeway facility framework. Where necessary, additional procedures are being included in the analytical methodology to estimate traffic performance over time and space.
