Abstract
A major objective of a pavement management system (PMS) is to assist highway engineers in making consistent and cost-effective decisions related to maintenance and rehabilitation of pavement. The effective pavement management system comprises four distinct but interrelated components: database, pavement rating system, prediction model, and ranking method for selection of annual maintenance and rehabilitation (M&R) program. Statistical analyses were made to develop performance prediction models. The statistical techniques were primarily based on the regression method and applied by using the Statistical Analysis System (SAS). In order to realize the full benefits of the developed performance prediction model, the study also developed a procedure to optimize pavement maintenance strategies for the road network.
