Abstract

The study developed a methodology and demonstrated its application to evaluate the operational effects of lane closures required for freeway maintenance and reconstruction activities. Freeway traffic flow simulation techniques were used. An existing simulation model (FREQ) was modified by permitting roadway capacity to be varied as lanes are closed and reopened at given hours. The modifications were verified and applied first to a simplified case study, then to a more comprehensive application (hypothetical closures on the San Francisto-Oakland Bay Bridge). Alternative lane closure schedules were generated and their impact on resulting delays evaluated. The report includes a literature search report on capacity through work zones and technical documentation of the modified simulation model.
