Abstract

Latin-American bus rapid transit (BRT) systems are being implemented around the world thanks to their cost effectiveness compared to rail systems. One of the main characteristics of public transport in developing countries is the private ownership of buses which implies the development of a very important public/private partnership. In order to do this, governments have to regulate and control the transport system in a very effective way. BRT systems need to have high management skills to work properly and especially to increase transport capacity to create transparency in the income distribution and in general to better up the public transport quality. The Intelligent Transportation System (ITS) may become a key element to achieve these goals. In addition, the use of ITS systems to regulate and control private and individually operated buses can be very effective in improving the transport service and reducing emissions.
