Abstract

This report presents an overview of the institutional, human resource and political issue associated with the deployment of a national Intelligent Transportation Systems/Commercial Vehicle Operations (ITS/CVO) program. It uses information from eight ITS/CVO demonstration projects to inform government advisors about the potential of ITS/CVO to improve state regulation of the motor carrier industry while easing the financial and administrative burdens on the regulated carriers. It addresses major issues affecting future deployment and utilization of ITS/CVO technologies. It also identifies specific actions which need to be taken before the potential benefits can be realized.
