Abstract

Low-cost engineering remedial measures at accident blacksites have led to significant reductions in the numbers of accidents. These measures have been designed on the basis of depth analysis of site conditions and traffic and accident data. Engineering solutions to the road safety problem lend themselves readily to cost-benefit appraisal and high economic rates of return have been reported. These favourable value for money indications are particularly important during a period of severe budgetary constraint on all types of highway improvement schemes. This Paper briefly reviews the national traffic accident context which has given rise to the demands for counter- measures. The legislative background and the data base requirements for the design of remedial schemes are discussed. Examples are quoted of the results of low-cost remedial measures carried out by local highway authorities in Great Britain and their economic and statistical interpretation.
