Abstract
This paper identifies safety and enforcement issues which are of significance for national development of a commercial vehicle electronic clearance system. It focuses on the Mainline Automated Clearance System ( MACS) being implemented through the ADVANTAGE I-75 project, and the commercial vehicle electronic clearance program through the Intelligent Transportation Systems-Commercial Vehicle Operations (ITS-CVO) program.
