Abstract

This paper summarizes the origins and evolution of Washington's strategic transportation policy planning process since 1988. The discussion includes several key elements. First, the strategic planning model adopted for statewide policy planning is described. Second, the organizational and membership characteristics of this process are detailed. Third, the broad range of approved policies in place are outlined. The fourth section examines the challenge of delivering meaningful policy implementation. Finally, the paper concludes with a look at prospective improvements to the strategic policy planning process.
