Abstract
This article reviews the importance of telecommunications as a link for numerous ITS subsystems. The author argues that unfortunately, the telecommunications is frequently seen as a bolt-on element in the evaluation and procurement of various ITS components and subsystems. Consequently, this leads to an inefficient systems evolution that produces inflexible networks, which delays ITS benefits. The author discusses digital broadband switching equipment and its potential role in ITS implementation. He also describes various scenarios using public and private networks, their costs and benefits.
