Abstract
The aim of this paper is to assess, looking only at highway safety criteria, the efficiency and economic viability of programs developed by the general highway management that have helped lower the risk of accidents with victims by 43% and the risk of death by 48%, between 1990 and 1995, in the Spain's highway network. More than 3,200 incidents have been examined by quantifying the lower mortality rates achieved after their implementation, the cost-benefit ratio and the amortization period. Results are grouped together in six programs. Also, within the highway safety program, ten types of performances were analyzed.
