Abstract

Expressways will only help, not solve, the problem. A paragraph that can be found in most master highway plans for large metropolitan areas states that: It would not be feasible to provide sufficient lanes in some sections of the expressway system to satisfy the volumes assigned to these sections for 1975. The existing street system must carry the traffic. The excess traffic in 1975 - which must be carried by the existing street system or mass transit system has been estimated as greater than present day volumes and therefore in 1975 with a complete expressway system, conditions could be worse. This article discusses how a total circulation system would aid engineers in easing congestion. The total circulation system would consist of expressways in rural areas where high speeds and complete control of access are necessary.
