Abstract
The objective of this paper is to present the methodology of development of a pavement management program for a representative national highway network in India. The internationally recognized Highway Development and Management System (HDM-4), has been customized and used to predict future economic, and technical outcome of possible investment decisions concerning maintenance management of the highway network. The calibrated HDM-4 pavement deterioration models have been used in this study. Since the size of the selected highway network is not very large and the analysis period is of medium duration, the 'Program Analysis' application module of HDM-4 has been used for the development of network level pavement management system for the highway network. Under network level PMS analysis, an unconstrained works program has been prepared for a period of 10 years and the total budget requirements for maintenance management of the whole highway network at a pre-defined serviceability level have been determined. Since the usual level of fund allocations for the maintenance management of national highways in India is of the order of 60 per cent of the requirements, therefore an optimized and prioritized works program has been presented for constrained budget availability.
