Abstract
A key component of traffic congestion is unreliability, as seen in uncongested, normal congested, and worst day travel times. The author presents managed lanes as a solution to unreliability. Managed lanes include high occupancy vehicle (HOV) lanes, high occupancy/toll (HOT) lanes; and express toll lanes (ETL). Discussion of managed lane implementation by transportation demand management practitioners is given.
