This paper discusses how environmental damage may be included within the traditional cost benefit analysis framework for the evaluation of road projects. In particular it outlines briefly the range of techniques currently used to identify the monetary value of changes in environmental quality. The paper also discusses the relevance of welfare economics to the evaluation of environmental impacts (a).
