Surveying the rents of newly built rental houses in Osaka, rents are undoubtedly kept down owing to the general demands. Rental incomes are, therefore, not sufficient to housing managements for owners, and it is generally accepted that a tenant must be charged a heavy expense for borrowing a house. Comparing a limit of rent for the management with a limit which a tenant can pay, the author took a ratio of tenant's income to building cost per "tsubo" as a housing index. This index, then, will indicate whether a housing is possible or not. For example, if this index number falls below unity a housing will be impossible. It is necessary to bring up this number at least over unity for a housing in normal condition.
