This primer focuses on the use of mileage-based user fees to fund state transportation programs. It explores the advantages of moving from fuel tax-based funding to mileage fees; the technical requirements of implementation; and potential obstacles including costs and public acceptance. Brief descriptions from around the United States on the state of the practice are included.
