Abstract
Speed limits on any roadway system are designed to improve the efficiency of the system in terms of safety and speed compliance under ideal conditions but when the road and weather conditions deteriorate harmony among the vehicle speeds will be disrupted causing safety and enforcement issues. Variable Speed Limit (VSL) signs are a type of Intelligent Transportation System (ITS) which are used in conjunction with Dynamic Message Signs (DMS) to reduce the speed variation among the vehicles. This research paper evaluates the application of variable speed limits on a rural interstate corridor which is subjected to severe weather conditions frequently.
