Abstract
This manual attempts to establish a practical framework that will be useful to highway and railway planning teams, designers, field construction managers, construction workers, maintenance personnel and others. The code does not establish new standards but sets forth recommended procedures to ensure that ecological, cultural and aesthetic values will be preserved within the constraints imposed by the current state of transportation technology. The manual is divided into five major sections dealing respectively with highway and railway planning, design, construction, maintenance, and deactivation. Recommended environmental practices are detailed within each of those sections. It should be noted that this manual is not a design handbook. The need for competent engineering, planning and environmental judgement as related to specific situations is still required. Further, the manual is intended to supplement and not replace existing federal, provincial and municipal legislation, regulations and guidelines. of change.
