Abstract
TECHNIQUES AND PROCEDURES ARE DELINEATED FOR DRAWING UP A 5-YEAR PROGRAM AIMED AT CORRECTING THE MOST SERIOUS DEFICIENCIES OF THE STATE HIGHWAY SYSTEM IN TENNESSEE. THE SUCCESS OF THE FIRST 5-YEAR PROGRAM HAS BEEN DEMONSTRATED. HIGHWAY PROGRAM CONTROL SHEETS AND DATA CARDS ARE ILLUSTRATED. THE 5-YEAR PROGRAM IS REVISED EACH YEAR BY BRINGING INTO THE PROGRAM THE PROJECTS WITH THE HIGHEST PRIORITIES REPLACING PROJECTS WHICH HAVE BEEN CONSTRUCTED IN THE PREVIOUS YEAR.
