Evaluating Rapid Transit Network Choices for a Growing Urban Area - Surrey Rapid Transit Study

Abstract

The Surrey Rapid Transit Study investigated rapid transit for a fast-growing area of Greater Vancouver, expecting 70 percent more residents and jobs within 30 years. The study evaluated transit alternatives to address growth in travel demand, to serve and help shape future land use, and help achieve mode share and environmental goals. Phase 1 screened thousands of potential network concepts and confirmed a short list of alternatives, comprised of several technologies (Bus Rapid Transit, Light Rail Transit, Rail Rapid Transit, and Best Bus) in one or more corridors. The alternatives with most potential focused on higher-density corridors, provided the most direct connections, and minimized exposure to sensitive areas. Phase 2 developed conceptual designs and operating assumptions, and then a Multiple Account Evaluation (MAE)was applied, using travel demand forecasting, financial models, real estate projections, and GIS. Initial evaluation results and designs were presented in public workshops, and then the alternatives were refined and re-evaluated. The alternatives produced higher transit mode shares and GHG emission offsets, but region-wide objectives could not be met in the absence of other initiatives and policies. Based on the MAE results, the participating agencies felt that four of the Phase 2 alternatives might best meet the needs of the study area. Prior to Phase 3, selection of a preferred alternative will be made within an overall regional context of other transit investments, transportation policies and future funding streams.
