Bicycles in the 1990's: responses to transport and environmental issues

Bicycle planning has a major role to play in three of the key issues facing transport: energy/environment, travel demand management and road safety. These need to be addressed at both policy and practical levels. The paper reviews developments since the Perth Bikeplan of 1985 and re-assesses the 4-E's (Engineering, Education, Enforcement and Encouragement) in the context of emerging concerns about 'ecologically sustainable development' and changes in community attitudes towards economic development and environment. The paper concludes that the bicycle has an increasingly important role to play, but will only be able to fulfil its potential if there is adequate support at all levels of government (A).
