Procedures for the benefit cost analysis of highway improvement proposals are relatively well developed. They have been incorporated into a number of computer based models such as Transport Canada's HUBAM (Highway User Benefit Assessment Model) and the UBCS (User Benefits Costs Spreadsheets) recently developed by the British Columbia Ministry of Transportation and Highways. This report provides a set of simple look-up tables which are designed to provide a quick estimate of user benefits for a series of typical highway improvements. Road user costs are presented for the following facility types: 1. two-lane highway; 2. two-lane highway with passing lane; 3. four-lane divided arterial highway; 4. signalized highway intersection, and 5. highway exchange. User costs are based on travel time costs, accident costs and vehicle operating costs. Several examples are provided on how to use the tables and appendices detail the sources of the data.
