Abstract
Several transportation planners have called for the generalization of certain planning concepts that have evolved from a number of recent metropolitan area transportation studies. The ideas of a system ha been used in several studies in an attempt to provide amore tractable format for transportation network planning. In addition, the recognition that a number of recently implemented transportation plans were incompatible with the socio-economic environment of the regions involved has highlighted the need for a generalized process. Evidence of these incompatibilities has been provided not only from the study of urban transportation systems but also from the evaluation of regional and national transportation systems in developing countries. This paper discusses the current understanding of the concept of a system and available knowledge on general problem solving and planning process appropriate to the solution of systems problems.
