Abstract

The scope of the highway development and management tool HDM III was extended to provide a harmonised systems approach to road management, with adaptable and user-friendly software tools. This new engineering/economic analysis software is known as HDM-4. The scope of HDM-4 covers the analysis of road management and investment alternatives as well as traditional project appraisals. Road maintenance, road user effects, and social/environmental effects are also modelled.
