Abstract

The 4R Act addressed a restructuring of the nationwide railroad network which is over extended and overdeveloped for existing conditions. The author discusses the method of rating various lines and procedures for rationalizing the entire network, including both low-density and viable routes with high traffic loads. Southern Pacific attaches great importance to state rail planning activities in assuring viable private operating companies as conceived by the 4R legislation.
