Abstract
This article discusses aspects of the Intelligent Transportation System program initiative legislated by the U.S. Congress in 1991. One key element to any municipal or statewide ITS or Advanced Traffic Management System (ATMS) is the use of CCTV surveillance cameras. The main purpose of the CCTV cameras is to provide traffic engineers, highway patrols, and emergency response teams with real time video of what is actually taking place on roadways at a given time. The utilization of CCTV traffic surveillance equipment can reduce delay associated with the congestion resulting from traffic incidents by 10 to 45%. This article focuses on the use of a CCTV camera lowering system that provides distinct benefits in both the design and maintenance of this type of ITS surveillance system.
