THE PROCEDURE IS DESCRIBED THAT IS BEING USED IN NORTH DAKOTA FOR THE DESIGN OF FLEXIBLE PAVEMENTS IN WHICH THE NECESSARY THICKNESS OF SUBBASE MATERIAL UNDERLYING THE STANDARD BASE AND PAVEMENT SECTION IS DETERMINED. SUBBASE MATERIAL IS CALLED WHERE THE CONE BEARING VALUE OF THE SUBGRADE IS LESS THAN 400 PSI. SINCE THE CONE TESTS ARE MADE GENERALLY, WHEN THE CONDITION OF THE SUBGRADE IS GOOD, THE DESIGN OF THE PAVEMENT MAY NOT BE ADEQUATE DURING THE SPRING THAWING PERIOD, AND PRESENT PRACTICE IN NORTH DAKOTA PROVIDES FOR LOAD LIMITATION AT THIS TIME. /AUTHOR/
