TEA TIME IN WASHINGTON

Abstract

The Intermodal Surface Transportation Efficiency Act was passed in 1991, and its successor, the Transportation Equity Act for the 21st Century (TEA-21) faces a September 30, 2003, deadline for reauthorization. This article discusses the likelihood of TEA-21 being reauthorized and additional transport funding under TEA-21 being secured. Sections are devoted to roads vs. transit, environmental issues, and flexible means of financing.
