Abstract
This report analyzes current transportation funding needs and provides options for state policymakers. It explains the basics of transportation funding; details federal, state and local revenue and funding; and provides information about specific highway and transportation expenditures. The report provides a menu of options for policymakers to consider to improve transportation funding. It also provides an in-depth review of three long-term state transportation funding trends: greater use of public-private partnerships, greater reliance on financing, and exploration of funding innovations such as the vehicle mileage fee.
