Abstract

This article outlines the benefits of, and distinctions between, telecommunications privatization and liberalization to their benefits. It also explains that, for any particular country, the process is evolutionary and can be tailored to that country's needs and concerns. Finally, it describes a typical first-step in the privatization process for a developing country and outlines the long-term expectations for privatizational liberalization in developing countries.
