Abstract
This paper describes a procedure to assess the impacts at the national level of a broad range of policy choices--including highway supply management such as implementing Intelligent Vehicle Highway Systems ( IVHS), and travel demand reduction policies such as travel demand management (TDM), land use/urban design, and congestion pricing. The paper demonstrates the procedure using representative examples of each of the above types of policies. Impacts on travel demand in the year 2015, and consequent impacts on capital investment requirements for new urban highway capacity are estimated for large urban areas.
