Abstract
The proposals given to bring about a 'sustainable safe' Dutch traffic and transport system represent the basis for four key regulations to combat the underlying causes of road accidents. With the application of these regulations to road users' behaviour, this behaviour should show four characteristics: (1) Road users must have an understanding of, and agree with, the road network organisation, they must feel that their needs are being met, and hence be prepared to adhere to the conditions and limitations associated with road use; (2) When choosing relocation modes, road users must consider the inherent safety both for themselves and for others; (3) Road users must have the knowledge and skills needed to deal with the traffic and transport system, and to take into account the other road users' interests; and (4) road users should be able to handle emergency situations. The applicability of the existing theories and models to analyse and influence traffic behaviour is investigated. A description is given of what is needed to make the transition from current traffic behaviour towards the required road users' behaviour as part of a 'sustainable safe' traffic and transport system. It is also investigated what forms of behaviour modification are needed to assure the 'sustainable safe' road users' conduct.
