Local roads studies issues and framework for assessment

This paper first considers the multiplicity of definitions for local roads including a definition for the purposes of the NAASRA roads study. Past studies of local roads are examined and their warranted funding levels compared with actual expenditure to indicate that a change in direction of assessment methods may be appropriate. Some issues of concern to local government authorities are listed - most can be summarized as the inability to maintain what are considered to be adequate standards of roads with the funds available. A framework for assessment of local roads is suggested which consists of description of the road stock and its operating conditions, examination of current management strategies through work output and expenditure, formulation of alternative budgets and strategies, and prediction of the effects of these on the condition and performance of the network (a).
