Abstract
Article describing how the Massachusetts Water Resources Authority (MWRA) moved as many as 100 trucks and 2,500 workers daily to an urban construction site without turning the community streets into haul roads. The MWRA and its principal consultant on the harbor project, Kaiser Engineers, developed a water transportation system that uses barges to move trucks and buses to transport workers to Deer Island, the site of the new wastewater treatment plant that is the focus of the Boston Harbor Project.
