Abstract

In this paper, the authors discuss how interoperability requirements of Intelligent Transportation Systems (ITS) can be reliably met by utilizing fully open communications standards as developed by communications experts and supported on an international basis. They discuss the need for higher network availability, focusing on specific government requirements supporting the need. The authors also illustrate how affordable high availability can be achieved in ITS systems with existing, reliable products and technologies encompassing the lower layers of the Open Systems Interface (OSI) model.
