Abstract
The recent literature of urban transportation planning includes increasing recognition of fact that transportation systems are very potent forces shaping course of urban development. No longer viewing transportation system merely as a set of facilities built for movement of people and goods, large numbers of planners are expressing view that the planning and developing of transportation facilities must be directed toward raising urban standards, and enhancing aggregate of community values. The investigation of relationship between transportation systems and urban goals is a complex task, but its complexity is compounded by semantic difficulties associated. The current emphasis on systems approach and planning, programming and budgeting methods in planning of urban transportation networks should lead to investment and operations decisions which are more effective than those made in absence of considerations of many interdependencies among elements of complex urban systems. The careful analysis of goals and objectives of transportation system is an aspect of total planning problem which has not adequate attention in past. The range and objectives which are implicitly or explicitly used in planning our transportation systems will limit or broaden imagination and inconveniences of alternative solutions proposed in this paper.
