This paper focuses on the importance of security culture, its place in security strategies and policies, as well as the characteristics of the concept of security culture. It is believed that the reasons for this are found in the significance of security culture in developing and defining the social situation and the role it has in determining the way people think and behave. Furthermore, the paper stresses the importance of the characteristics of the security culture concept, since it refers to a new and special quality of reality in which relatively independent concepts, security and culture, have found a way to build a new one, with a strong potential to express the type of social power, which, in turn, will certainly enable the development of powerful national, societal and individual security. Moreover, this paper considers the importance and application of security culture as an important instrument for introducing changes that will improve security, which could prove significant at a time when the world is facing turbulent events, which carry serious security implications. The paper presents security in a new form interwoven and enriched with culture, and its significant influence on current and future strategies and policies, which are manifested through the concept of a security culture as a goal and a means to encourage common thinking, compatible reactions, and coherent analysis in determining security priorities.
