Abstract

Child poverty and social exclusion affect children from their beginnings. Investing in nurturing care and quality services in children's earliest years is essential for tackling poverty, inequality and social exclusion. The European Child Guarantee, along with other European Union (EU) initiatives, is a huge opportunity to invest in early childhood at the national level and make a real difference to the lives of millions of children across the EU. Every Member State has children at risk of poverty or social exclusion. While every country is different, all must be ambitious and demonstrate strong political will to implement EU policies on the ground.
