This article analyzes the messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation with regard to the legal state and civil society in Russia The article deals with topical issues of the practice of lawful state formation in Russia. It is concluded that all Russian heads of state recognized importance of creating conditions for development of civil society.
