The article deals with the 20-year experience of “horizontal” interaction of the legislative public authorities of the subjects of the Russian Federation on the example of the functioning of the Association of legislative public authorities of the subjects of the Russian Federation of the Privolgzkiy federal district, the role of the coordinator of the Association of legislative public authorities of the subjects of the Russian Federation in the system of public authority, doctrinal understanding of the substantive and technical-legal problems of this institution, the definition of the prospects for its development in terms of reforming the system of public authority in modern Russia.
