Abstract
The compressed bitstream scaler which scales an precoded bitstream down to an arbitrary lower bit rate is a key mechanism to construct an open IVOD (Interactive Video On Demand) system, since the ultimate transmission bandwidth is seldom known when the video program is compressed and installed on video server. In this paper, we consider the content creation encoding and bitstream scaling jointly to improve the performance of bitstream scaler in VOD system environment and an effective rate control algorithm is proposed. Simulation results show that proposed scheme performs better than direct coding with the TM5 rate control at the same bit rate.
