Abstract

Series of the National Bureau of Standards (NBS) is the official publication relating to standards adopted and promulgated under the provisions of Public Law 89-306 (Brooks Act) and under Part 6 of Title 15, Code of Federal Regulations.The Brooks Act and subsequent OMB policy guidance designate the Department of Commerce as responsible for providing scientific and technological advisory services for the management of Federal ADP procurement and usage, including computer networking.These legislative and executive mandates have given the Department of Commerce important responsibilities for improving the utilization and management of computers and automatic data processing systems in the Federal Government.To carry out these responsibilities, the NBS, through its Institute for Computer Sciences and Technology, provides leadership, technical guidance, and coordination of government efforts to assist in the development of guidelines and standards in these areas.Improvement of Federal evaluation and utilization of interactive computer network services is dependent upon the application of effective measurement and evaluation techniques.To this end the NBS is pleased to make this Guideline available for use by Federal agencies.
