Abstract

The revamping of federal Medicaid 1115 demonstration policy – rolled out by the Administration on November 6 and 7 – has emerged as the centerpiece of the Administration’s strategy to undo the ACA expansion and to otherwise move toward a fundamental lessening of the Medicaid program’s size and scope, and a redefinition of its goals.
