Abstract

Sevastopol, Kaliningrad, Vladivostok are regional economic systems that have common characteristics of the economy, in which state instruments for the development of territories are applied, contributing to their sustainable development, which provides them with a special status. There is a problem of assessing sustainable development. The aim of this work is to identify factors influencing the sustainable development of regions using the model of exploratory factor analysis. A number of the most significant indicators are taken as signs reflecting the sustainable development of regional economic systems with a special status. The gross regional product is the main generally accepted indicator of the progressive growth of the regional economy. We regard investments in fixed assets, the cost of fixed assets, and the balanced financial result of organizations' activities as catalysts for the regional economy. Since it is the successful activity of entrepreneurial structures with a sufficient amount of investment and the quality of fixed assets that contributes to the growth of the gross regional product. The final consumption of households per capita characterizes the totality of purchased goods and services by the population, which can be considered one of the indicators of its standard of living. As a result, two factors were identified - the consumption factor and the investment factor, which ensure the sustainable development of the studied regions. The proposed methodology can be recommended for using a comparative analysis of regional economic systems both in Russia and abroad.
