The Implementation Methods of Channeling Out Redundant Personnel from the Central State Organs

The program of the institutional reform of the State Council was examined and approved at the First Session of the Ninth National People's Congress (NPC). We have begun to implement it. In accordance with the spirits of the Central Committee and the State Council on doing the work of the institutional reform well, after we have accomplished the work on "three fixings" for various government departments and state organs, we must start the work on channeling out personnel from the state sector, especially those officials at or above the bureau chief level. This is the crucial step in this round of the institutional reform. Government departments, state organs, and work units must pay high attention to it. We must cautiously plan and actively coordinate the work.
