EFFICIENT OPERATION OF A MODERN HIGHWAY TRANSPORTATION SYSTEM REQUIRES CONTINUING ATTENTION TO THE CURRENT AND FORESEEABLE TRAFFIC TROUBLE SPOTS, THE NECESSITY FOR DEVELOPMENT AND USE OF NEW TRAFFIC CONTROL METHODS, AND CONTINUING RESEARCH ON TRAFFIC CHARACTERISTICS TO ASSURE THE SAFEST POSSIBLE OPERATION.
