Abstract
Coal conversion to electricity or to substitute natural gas requires a significant quantity of natural and human resources including, in addition to the coal resource base, land, water and the construction and operating labor force. Each method of coal conversion has its advantages and disadvantages relative to conversion efficiency, preferred method of resultant energy transportation, resources consumed, and impact on the environment. Regulations which have been passed in recent years to maintain or restore the pre-project environment can add significantly to the capital and operating costs of both a conversion facility and its associated mine.
